Exact format required by the Migration Service
The technical specification has been stable for several years. For all three applications,РВП, ВНЖ and full citizenship,the requirements are identical:
- Size: 35 × 45 mm
- Quantity: 4 matte prints per application file
- Background: plain white, no shadows, no patterned wallpaper behind your head
- Face area: 70 to 80 percent of frame height, top of head to chin
- Head position: straight to camera, both ears partially visible if hair allows
- Expression: neutral, mouth closed, eyes open and clearly visible
- Glasses: allowed only if you wear them daily, no tinted lenses, no reflections on glass
- Headwear: prohibited unless for documented religious reasons, in which case the face oval must still be fully visible from forehead to chin
- Print finish: matte only, glossy is regularly rejected
Where most applicants get tripped up
Over the last decade we have prepared photos for hundreds of expat residency applications. The most common rejection reasons we see at the МВД desk in Moscow:
- Glossy paper. Standard photo lab prints default to glossy. Migration officers reject these on sight. Always ask for matte specifically.
- Face too small. Tourists used to passport-style photos from their home country bring photos where the face is 50 to 60 percent of frame height. Russian standard is 70 to 80 percent. The face needs to dominate.
- Background not white enough. Off-white, light grey or pale blue backgrounds fail. The white must be true, RGB close to 255.
- Smile. Even a slight smile triggers rejection. Neutral expression is the rule.
- Glasses reflection. Studio lights bouncing off lenses obscure the eyes. Tilt the glasses 1 to 2 degrees down to break the reflection.
- Hair covering the eyebrows. Both eyebrows must be visible.
How we prepare your residency photo
We work in two formats depending on what suits you. Either you visit us at the photo session, or we come to your apartment or office in Moscow with full studio kit. For residency applications we recommend the in-home option because you can arrange the wider documents packet without leaving the apartment,many people preparing РВП or ВНЖ are also gathering notarised translations, medical certificates and tax records the same week.
The session takes 20 to 30 minutes. We shoot multiple frames, you pick the one where you look most yourself, and we deliver 4 matte prints in standard 35 × 45 mm size plus a high-resolution digital file you can re-print later if the application is delayed and the photos expire (МВД expects photos taken within the last 6 months).

FAQ
How long is a residency photo valid?
МВД expects photos taken within the last 6 months. If your application sits in review longer than that, you may be asked to refresh the photo when you collect the residency permit.
Do I need to bring the photo to the МВД appointment, or can I attach it later?
Photos go in the initial packet. If you arrive without them, the inspector returns you to fix the dossier and books a new appointment.
Can I use the same photos for medical certificate (сертификат об отсутствии ВИЧ) attached to my residency packet?
Sometimes yes,the medical certificate uses 35 × 45 too. Confirm with the clinic that issues your сертификат.
What if I am applying for residency on the basis of marriage to a Russian citizen?
Same photo requirements. Marriage-based РВП uses the standard 4 matte prints.
What if I look very different from my passport because of weight, surgery or hair colour change?
МВД expects current likeness, so they need the new photo. Bring your passport to the session,we recommend showing it at the application desk together with the new photo to head off questions.
Can children get residency photos?
Yes, kids under 14 follow the same 35 × 45 format. They can keep their eyes open without staring, smile slightly is tolerated for very young children.
